An identity credential based upon a key pair that is issued during a face-to-face
session by a Tabelio Officer, who records biometrics and digitally
signs a video of the enrollee taking an oath, after which the Tabelio
Officer assumes legal liability for its use, may be considered
sufficiently reliable for high value transactions.
The
video and the biometric data may be kept by the enrollee, to be used if
there is ever a question about the binding of the key pair to the
person. They are never sent to a central server.
Less labor-intensive and thus less costly means of enrollment are also available.
In any case, the resulting identity credential carries with it a level of assurance that the identity of its user is reliable.
